Government is keen to take on the particular initiative as in Delhi, there are thousands of such junked vehicles lying around in the city that are not fit to be driven any more but yet is occupying premium parking space. Ban on BS-IV Vehicle Registrations beyond June 2020

As a major step to curb vehicular pollution, the government of India decided that the country will leapfrog directly from BS-IV emission norms for petrol and diesel to BS-VI standards from April 1, 2020. For implementation of the same, government has come out with a draft notification to amend Central Motor Vehicles Rules to prevent registration of BS-IV compliant automobiles built before April 1, 2020 beyond June 30, 2020.

The decision to advance the date by four years to April 1, 2020 for implementation of BS VI (equivalent to Euro VI norms followed globally) was taken at an inter- ministerial meeting for supply of cleaner auto fuel, by altogether skipping the Euro V grade norms. The decision was taken while keeping in mind the most debatable rising level of pollution in the country.

The notification said the rules will be called the Central Motor Vehicles (Amendment) Rules, 2017 and shall come into force on the date of their final publication in the Official Gazette. The amendment in the rules will be done in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988.

The notification further says: new motor vehicles of categories M & N, conforming to Emission Standard BS-IV, manufactured before April 1, 2020 and sold in the form of drive away chassis, shall not be registered after September 30, 2020.

Vehicles having at least four wheels and used for the carriage of passengers fall under category M while power- driven vehicles having at least four wheels and used for the carriage of goods fall under category N.

RINGING VEHICLE THEFT ALERT IN UTTAR PRADESH

GST, Loan Waiver, and Good Monsoon Led To Fast Auto Sales in Low-Income States

Low per capita income states such as Bihar, Madhya Pradesh, Odisha, Rajasthan, Uttar Pradesh and West Bengal, have witnessed automobile volume growth in the current fiscal, credit of which goes to the equalizing effect of GST, rising female literacy and people having more money to spend in rural areas.

The per-capita income of the six states ranges from $990 to $1,600 compared with India’s average of $1,800 thereby they account for a third of the country’s GDP. In various categories in the first half of the current fiscal, these six states outperformed industry growth by 7-15%. The states account for nearly 23-45% of total sales volume depending upon the vehicle category.  

Monsoon along with GST helped the demand for automotives boost, as having a good monsoon season in rural areas create a positive effect in consumer sentiment towards the ownership of vehicles. Also, prior to GST, producing states had a tax advantage of 3-5 percentage points.  

After remaining flat year-on-year in the six months to September 2016, real rural wages grew 3.3% in the second half of the last fiscal. It improved by 4.6% in April-September 2017, the fastest pace in four years. The number of schemes covered under DBT has increased from 59 in FY16 to 140 in FY17. It has further gone up to 393 in FY18 so far. Further in addition to this, government targets to cover all 534 schemes under DBT by March 2018.

In some areas especially West Bengal, rising female literacy is said to be a driving force as more girls and women take to scooters for mobility resulting in the growth of automotive demand in the area.
